Thirty years ago this month, the Supreme Court in its land­mark deci­sion Roper v. Simmons found cap­i­tal pun­ish­ment for indi­vid­u­als under 18 years of age uncon­sti­tu­tion­al under the Eighth and Fourteenth Amendments.
