A fed­er­al appeals court in New Orleans has ruled that Orleans Parish, Louisiana pros­e­cu­tors who ille­gal­ly issued fake sub­poe­nas to intim­i­date reluc­tant wit­ness­es into coop­er­at­ing in mur­der and oth­er crim­i­nal cas­es are not immune from being sued for their mis­con­duct.
