New Analysis of Racial Bias and Death Eligibility in 2025

Justin D. Levinson and Rachel G. Schaefer recently published Flawed Framework, Fatal Discretion: Unraveling Implicit Bias in Capital Punishment Decisions. The article synthesizes multiple studies examining the role of implicit bias among key decisionmakers within the legal system. The authors use this research as evidence of both the historical and ongoing influence of implicit bias on the administration of the death penalty. In 2025, 75% of defendants against whom state prosecutors across…

Texas Report Highlights Decline of New Death Sentences and Executions

For decades, Texas performed executions at the highest rate in the country. It has carried out the most executions in the modern era, with nearly five times the number as the next highest state. However, that trend has changed in recent years, as both the number of new death sentences and executions has significantly declined. The Texas Coalition to Abolish the Death Penalty’s (TCADP) 2025 Annual Report examines the dwindling use of capital punishment and the factors that impacted this…

Marking a Decade Since Hurst v. Florida

Today is the ten-year anniversary of the U.S. Supreme Court’s decision in Hurst v. Florida. Heralded as a watershed ruling for capital defendants, Hurst reaffirmed the principle that the jury alone must find the facts necessary to condemn a person to die — implicating the death sentences of hundreds of prisoners across three states. The Sixth Amendment right to an impartial jury…

Two weeks earlier, on December 15th the GBPP put Mr. Humphreys’ December 16th clemency hearing on hold “indefinitely,” leaving in limbo the status of his execution, scheduled for the following day. New Report Examines Florida’s Unprecedented Execution Pace and Trends in 2025

The United States carried out 47 executions in 2025, and Florida carried out 19 — the highest number in state history and more than double its previous modern record, according to a year-end report from Floridians for Alternatives to the Death Penalty (FADP). Executions in Florida — which averaged one execution every 16 days from February 2025 through December 2025 — accounted for 40% of the 47 executions nationwide, making Florida a clear outlier in the use of the death penalty in the United States.

Saudi Arabia Records Historic Number of Executions for the Second Consecutive Year

On December 21, 2025, the European Saudi Organisation for Human Rights (ESOHR) reported that Saudi Arabia carried out 347 executions in 2025, marking a new high for the nation, after a record-breaking 345 executions in 2024. The majority (79%) of executions in 2025 were for crimes failing to meet the international legal threshold of a “most serious crime” and predominately included executions for drug-related charges (69% of all executions). Due to a lack of transparency, the numbers reported…

Media Roundup: DPI’s 2025 Year End Report

The Death Penalty Information Center’s new report, The Death Penalty in 2025: Year End Report, released on December 15, generated widespread national and international coverage. Despite an uptick in executions this year, media coverage focused largely on the report’s core findings: new death sentences remain near historic lows, juries are increasingly reluctant to impose death sentences, and the death penalty continues its steady decline across most of the country. Major news organizations…

Ohio Prosecutors Dismiss Case Against Elwood Jones Nearly 30 Year After Wrongful Conviction

Hamilton County Prosecutor Connie Pillich formally dismissed the case against Elwood Jones on December 12, 2025, ending a nearly 30-year saga that saw Mr. Jones spend 27 years on Ohio’s death row for a murder he did not commit. “I did not take this extraordinary step lightly,” said Prosecutor Pillich. “But after reviewing the evidence, I am not convinced that Mr. Jones killed Rhoda Nathan.” Mr. Jones was convicted and sentenced to death in 1996 for the 1994 murder of Rhoda Nathan.
